Dubai sold 24.0% fewer homes from January to September 2026 than in the same months of 2025 (DLD records, 9M 2026). The median home price per sq ft is down only 3.0% year on year (DLD records, September 2026), but that comparison hides a larger fall from the late 2025 peak. Resale homes took 43.4% of sales value in Q3 2026, up from 33.5% a year earlier (DLD records, Q3 2026). Read this before you sign.

If you are buying, selling or renting in Dubai this quarter, you have more negotiating power than in 2025. Volumes are down by about a quarter and new tenants are signing cheaper leases than existing ones. The Dubai Land Department opens the RISE Summit on 14 October at Dubai World Trade Centre, and the event’s own brief calls 2026 sales the second-highest on record. That is accurate, but the honest answer is: it depends on whether you read headline totals or what a square foot is worth today.

The most common mistake we see at Honey Money Real Estates is reading a record-sounding total as proof that prices are rising. Buyers then accept early 2026 asking prices when the building’s own transfer history shows sellers are already discounting. A total tells you how much money moved, not what your unit is worth.

This analysis uses Dubai Land Department sale and tenancy records, the Dubai PMI, official population figures, ratings agency commentary and published exchange rates, each with its time window. Read this before you sign.

1. Dubai Real Estate Sales 2026: The Year on Year Picture

Dubai real estate sales are down by roughly a quarter in 2026, and the third quarter carried most of the fall. Activity slowed after the regional conflict began on 28 February 2026. Monthly sale transactions averaged 12,644 from March to September, against 17,198 a month in January and February (DLD records cited in ratings agency analysis, October 2026).

As of 12 October 2026, no final US and Iran settlement has been reached and shipping through the Strait of Hormuz has not fully normalised (regional news reports, October 2026). Buyer sentiment will follow that headline more than any other factor in Q4.

The quarter-on-quarter view matters more than the annual one. Q3 2026 deal numbers were only 2.2% below Q2 2026, while value fell 15.8%. The number of buyers has steadied; what has changed is that they are buying cheaper units and paying less.

2. Dubai Property Prices 2026: The Peak to Present Gap

Dubai property prices have fallen further than the annual median suggests. The median home price per sq ft was AED 1,639 in September 2026, against AED 1,689 in September 2025 (DLD records, September 2026). But prices kept rising into late 2025, so a year on year comparison measures from a lower base.

Measured from the end of 2025, prices fell 5% to 15% by September 2026, depending on the segment (ratings agency analysis of DLD-based price data, October 2026). That is the discount a buyer should expect to see in transfer histories, not the annual median.

Resale Homes Gain Share From Off-Plan

The clearest change in buyer behaviour is a move toward completed resale homes. Resale value fell 29.5% year on year in Q3 2026, while developer sales value fell 53.6%, so resale’s share of the market rose sharply.

An early signal points the same way. Ready homes took 42.4% of home sales value in September 2026, up from 29.6% in August (DLD records, September 2026). One month does not make a trend, so watch the October figures before reading too much into it.

3. Dubai Rents 2026: New Leases Undercut Renewals

Dubai rents for new tenants have fallen faster than sale prices. New-lease rents for the same building and unit type were 15.3% lower in August 2026 than in January, while renewal rents moved by only about 1% (DLD tenancy records, August 2026).

That gap is now changing tenant behaviour. In July and August 2026, new leases outnumbered renewals for the first time since the monthly dataset began in January 2023 (DLD tenancy records, August 2026). Tenants are moving to cheaper units rather than renewing at older rates.

What This Means for Landlords and Sellers

Landlords who push for an increase at renewal risk losing the tenant to a cheaper new lease nearby. A flat rent may return more over 12 months than a vacancy. Any increase still needs 90 days’ notice and must fit the RERA index; our guide to the Smart Rental Index explains how the cap works.

Sellers face a thinner buyer pool and more competition ahead. A ratings agency expects Dubai’s residential stock to rise by about 20% over the next 2 years, mostly apartments (ratings agency outlook, October 2026). Sellers who price against early 2026 comparables are likely to wait.

4. Indian Buyers in Dubai: The Rupee Factor Behind the Price Dip

For buyers paying from India, the Dubai price dip has been cancelled by the currency. The dirham, pegged to the US dollar, bought 26.17 rupees on 2 October 2026, against 24.16 rupees a year earlier (published AED/INR rates, October 2025 and 2026). That is an 8.3% move against rupee-funded buyers.

5. Dubai Market Fundamentals: What Stays the Same

The slowdown has not changed the parts of Dubai’s economy that drive long-term housing demand. Dubai’s PMI rose to 54.5 in September 2026, a 7-month high, with output growing at its fastest pace since February (Dubai PMI, September 2026).

Population growth is the number to watch. Close to 227,000 new residents in 9 months need homes, and most of them rent first. That supports tenant demand even as rents for new leases reset lower.

One detail matters for off-plan pricing. Dubai firms raised selling prices at the fastest rate since January 2014, driven by material and freight costs (Dubai PMI, September 2026). Higher build costs put a floor under new launch prices, so deep developer discounts are unlikely even in a slower market.

Off-plan mortgages, introduced earlier in 2026, allow up to 50% loan to value, with buyers funding the other 50% upfront. Freehold ownership rules and escrow protection under RERA are unchanged.

6. Dubai Property Outlook: What Market Leaders Are Saying

Market leaders agree on a correction, not a collapse. Emaar founder Mohamed Alabbar put the war-related adjustment at 5% to 10% in September 2026, and said that if the situation settles, the market “could become pretty fast” (AIM Congress, September 2026).

A ratings agency covering Emaar, Damac, Omniyat and Sobha expects “a gradual price correction rather than a rapid price decline”, with apartments falling faster than villas and luxury demand most affected. Its base case assumes regional disruption continues into 2027. It noted that these developers carry large revenue backlogs and limited payment delinquencies.

7. Dubai Property Action Plan: Steps to Take Before Year End

In a slower market, act on building-level data, not headline totals.

For Buyers

  1. Pull the last 12 months of transfers for the exact building on the Dubai REST app. This is non-negotiable due diligence.
  2. Offer against current transfers, not early 2026 asking prices.
  3. Compare a ready resale unit against off-plan on total cost, including the rent you pay until handover.
  4. Check the developer’s escrow account and RERA project registration before paying any booking amount.

For Landlords and Sellers

  1. Compare your renewal rent with new leases signed in your building this year.
  2. Check the RERA rental index before sending any renewal notice.
  3. Price a sale to the last 3 transfers in your building, not the peak.

For Indian and NRI Buyers

  1. Calculate the full cost in rupees at today’s rate, plus TCS and bank spread.
  2. Pay from AED or USD income where you can, to avoid a second currency hit.
  3. Ask for the payment plan in writing. Do not accept verbal confirmation of discounts or waivers.

Data Sources and Verification

Data covers DLD sale and tenancy records and Ejari data for January to September 2025 and 2026, the Dubai PMI for September 2026, official population and DIFC figures for 2026, ratings agency commentary from October 2026 and AED/INR rates for October 2025 and 2026.

Before any financial commitment, verify building-level transfers on the Dubai REST app, rent limits on the RERA rental index, and project registration and escrow status through RERA. Market averages do not replace unit-level checks.

Totals vary slightly between data compilers because of registration timing and the treatment of land and whole buildings. Estimates are labelled where direct verification was not possible at time of publication.

Frequently Asked Questions

Are Dubai real estate sales falling in 2026?

Yes. Dubai real estate sales in Q3 2026 were 45.6% lower by value than in Q3 2025 (DLD records). Deal numbers held steady against Q2 2026, so buyers remain active. Check building-level transfers before you negotiate.

How much have Dubai property prices dropped in 2026?

Dubai property prices dropped 5% to 15% between the end of 2025 and September 2026, depending on segment (ratings agency analysis). Apartments are most exposed. Ask for the last 3 transfers in the building before agreeing a price.

Is it a good time for NRIs to buy property in Dubai?

It depends on your currency. NRIs earning dirhams or dollars gain the full price correction, but rupee-funded buyers face an 8.3% weaker rupee over 12 months (published AED/INR rates). Calculate your cost in rupees first.

When and where is the RISE Summit 2026 in Dubai?

The RISE Summit 2026 takes place on 14 October at Dubai World Trade Centre, with more than 250 senior delegates (RISE Summit programme). DLD, RERA, Emaar and RTA leaders speak. Follow the RERA session for regulatory changes.
