The Master Plan of Downtown Dubai is a blueprint for what Emaar Properties calls the "Centre of Now." Unlike the sprawling, suburban nature of Dubailand, the Downtown master plan is a masterclass in vertical urbanism and high-density, mixed-use development.
As of January 2026, the master plan is approximately 95% complete, with the final phase focusing on "ultra-prime" branded residences and smart infrastructure. A 30-acre man-made lake that hosts the Dubai Fountain. The master plan uses this water body as a cooling agent and a central "public square."
Old Town & Old Town Island: A low-rise heritage zone. The master plan uses traditional "Earth-tone" architecture and narrow, shaded walkways to recreate a village feel, contrasting with the glass skyscrapers nearby. A 3.5km palm-lined "U-shaped" loop (Sheikh Mohammed bin Rashid Boulevard) that connects all the sub-districts. It is designed for high-end retail, outdoor dining.
Smart Lighting & Cooling: District cooling systems (one of the world's largest) have been upgraded to be 20% more energy-efficient. The master plan incorporates sustainable design elements such as efficient traffic flow, shaded pedestrian zones, water features for climate moderation, and integrated public transport access. Shaded, autonomous shuttle pods now run a dedicated circuit along the Boulevard, reducing the reliance on private taxis within the district.
