Dubai has moved the first phase of its Al Maktoum International Airport expansion into the main build stage, after Dubai Aviation Engineering Projects awarded an estimated AED 10 billion contract on 12 October 2026 for the West Terminal substructure. The award comes while the 30 km Dubai Metro Blue Line moves through construction toward its opening on 9 September 2029.

The new airport is in Dubai South, while the Blue Line runs through eastern districts from Dubai Creek Harbour to Academic City. The RTA projects gains of up to 25% in property and land values near Blue Line stations. That figure is a projection. How prices move near each station will come down to how much new housing is built nearby, how well the buildings are finished, and which schools, shops and services open around them. Below is what changed and what to check before you buy.

1. Al Maktoum Airport West Terminal Contract

The contract covers the substructure of the West Terminal, the second of 3 passenger terminals planned at the new airport. It was won by a joint venture of China Civil Engineering Construction Corporation and Abu Dhabi-based Tristar Engineering & Construction.

Al Maktoum Airport Expansion Contracts Awarded

Earlier awards cover enabling works, the second runway, initial structural foundations and concourse substructures. A people mover contract worth about USD 1.5 billion went to a Mitsubishi Corporation and Larsen & Toubro joint venture earlier in 2026. The superstructure, fourth concourse, baggage handling system, facade and roofing packages are still to be awarded.

2. Dubai South Property Demand and Al Maktoum Airport

Dubai has said all operations at Dubai International will shift to Al Maktoum in the coming years, and the city planned around the new airport is expected to need homes for about 1 million people. Dubai expects the airport to bring new jobs to Dubai South and nearby areas, along with fresh demand for homes, offices and shops.

3. Dubai Metro Blue Line Ridership and Rental Demand

The RTA expects Blue Line ridership to reach 200,000 passengers a day by 2030 and 320,000 by 2040, and it projects about a 20% cut in traffic congestion on the corridors the line serves.

Rent and Resale Pricing Near Blue Line Stations

Until the line opens, the stations are construction sites. Landlords in Mirdif and Al Warqa on Route 2, and along Route 1, should set asking rents on current Ejari comparables rather than future access. Sellers should price against recent DLD transactions in the same building, since buyers can check those records before making an offer.

4. Dubai Off-Plan Property for NRI Investors

For overseas buyers considering off-plan property along the Blue Line, the handover date matters as much as the location. A unit that completes years before the line opens will rent on today’s access, not future access.

Dubai Property Rules for NRI Buyers

  • The dirham is pegged to the US dollar, so currency risk for NRI buyers comes from the rupee side, not the dirham.
  • Property worth AED 2 million or more can qualify an owner for the UAE 10-year Golden Visa, subject to the current rules.
  • Off-plan payments must go into a RERA-regulated escrow account tied to the project. Do not accept verbal confirmation; ask for the escrow account details in writing.
  • Dubai charges a 4% DLD transfer fee on purchases, which belongs in your cost model from the start.

Read this before you sign: check what compensation the sale agreement offers if the developer misses the handover date.

5. Dubai Metro Blue Line Route, Stations and Opening Date

The Blue Line remains on track for 2029, with 2 routes and 14 stations. The AED 20.5 billion line runs 15.5 km underground and 14.5 km elevated, with 9 elevated and 5 underground stations, and links the existing Red and Green Lines at Centrepoint and Creek.

Dubai Metro Blue Line Stations in Creek Harbour and Silicon Oasis

Dubai Creek Harbour gets its own Blue Line station on Route 1, while Dubai Silicon Oasis gets its first direct metro link. Route 1 continues past Silicon Oasis to its last stop at Academic City.

Dubai Metro Blue Line Construction Progress

The line reached 20% completion in May 2026, when tunnelling began from International City 1 station, and the RTA has set a target of 30% by the end of 2026. International City gains an underground interchange where the 2 routes meet.

Dubai Property Ownership Rules and the Blue Line

Freehold ownership rules, the DLD transfer fee and the off-plan escrow system are unchanged by the project. The existing Red and Green Lines keep running on their current routes.

6. Dubai Metro Impact on Property Prices

The data shows that homes within a 15-minute walk of Red Line stations gained 26.7% on average between 2010 and 2022, against 24.1% for the wider Dubai residential market.
