About Tabeer Developments

Tabeer Developments is a Dubai property developer founded in 2014, chaired by Naveed Godil with Arsalan Pirani as managing director, and listed on property portals as Tabeer Starwood Holding Limited. It delivered Dragon Views and Tabeer 1 in International City and V2 in Dubai Sports City, then moved into Arjan and Jumeirah Village Circle with 48 Parkside, 99 Parkplace, Parkside Boulevard and 368 Park Lane. Launch prices run from AED 640,000 on freehold title, payment plans are 10/40/50, 10/50/40 and 20/40/40, and 48 Parkside handed over in 2026, a year behind its first published date.

Tabeer is Arabic for “interpretation”. The company was set up in Dubai in 2014 and spent its first eight years on a small number of apartment buildings in International City and Dubai Sports City, districts where entry prices sit at the low end of the freehold market. In 2023 it launched its first Arjan project, in 2024 it rebranded and announced a second Arjan building plus its first JVC building, and in 2025 it launched a second JVC address. The company’s own timeline describes this as a shift into “a new phase” with “a refined identity and an expanding project scope”.

Three people run it. Naveed Godil is chairman; his background is industrial, having taken International Packaging Films Limited (IPAK) to a public listing. Arsalan Pirani is managing director and is also associated with the Pirani Group, a manufacturing, trading and real estate business with a stake in IPAK. Niaz Hashim Memon is vice chairman, with interests spanning food and beverage, construction (including Palm Builders), healthcare, cosmetics and packaging. The developer entity that appears on property portal listings and sale contracts is Tabeer Starwood Holding Limited.

The sales line is 800-TABEER. The company runs an online payment portal for existing buyers and publishes an Arabic version of its site.

  • 2014 to 2022 – Foundation. Company established. Dragon Views and Tabeer 1 delivered in International City; V2, a 17-storey tower with studios to two-bedrooms overlooking the Els Golf Club, delivered in Dubai Sports City. Tabeer 1 still lets today, with a listed rent of AED 79,200 a year in the China Cluster.
  • 2023 – First Arjan launch. 48 Parkside opens for sale on 29 August 2023 with construction starting the next day.
  • 2024 – Rebrand and two launches. 99 Parkplace launched in JVC. Parkside Boulevard opens for sale in Arjan on 14 November 2024.
  • 2025 – Second JVC project. 368 Park Lane launched in JVC District 10.
  • 2026 – First Arjan handover. 48 Parkside handed over. The company relaunches its brand identity.

Tabeer Developments delivered projects

Dragon Views, International City. Studios to two-bedrooms, marketed as affordable apartments near Dragon Mart.

Tabeer 1, International City (China Cluster). Studios, one and two-bedrooms with a rooftop pool, gym and covered parking. One and two-bedroom units of 729 to 1,091 sq ft are listed for resale. The building’s original plan was 20% down, 30% during construction, 50% on handover.

V2, Dubai Sports City. A 17-storey freehold tower of studios, one and two-bedrooms with views over the Els Golf Club.

48 Parkside, Arjan. 187 apartments over nine floors with a semi-Olympic infinity pool, rooftop gardens, sauna and steam room. One to three-bedrooms. Launched 29 August 2023 at AED 930,941 on a 10/40/50 plan. Scheduled for June 2025; handed over in 2026. Sold out from the developer, with about 60 units on the resale market from AED 1 million.

Parkside Boulevard, Arjan. Studios, one and two-bedrooms. Sales opened 14 November 2024 at AED 640,000 to AED 723,000 on a 10/50/40 plan. Delivery scheduled for Q4 2026. Construction shown at 24%, up from 1% at launch and 14% earlier in 2026. Sold out from the developer; resale only.

99 Parkplace, JVC. Five floors, a beach-style pool, rooftop views and European-appointed interiors. Launched 2024. Listed on the developer’s own site as a current project; not carried on the main portal under the developer’s project pages, so buyers should confirm handover status directly.

368 Park Lane, JVC District 10. Studios to three-bedrooms plus duplexes. Launched 2025 at AED 670,000 to AED 734,000 on a 20/40/40 plan. Delivery scheduled for 2028. This is the only Tabeer project with developer stock still available in August 2026.

48 Parkside is the only building in the new portfolio with both a public launch price and completed resales, so it is the benchmark.

The two-bedroom did the work. One-bedrooms moved modestly, three-bedrooms held flat. Against that, Arjan as a district recorded 3,750 apartment sales in the past 12 months at an average of AED 1 million, with average sale prices down 9.4% year on year. Tabeer’s completed building outperformed its district on every unit type.

For the older stock, Tabeer 1 in International City launched two-bedrooms of around 1,091 sq ft at AED 875,000 and now lists rentals at AED 79,200 a year.

The only portal yield estimate attached to a Tabeer building is for a 48 Parkside two-bedroom: about 8%, or roughly AED 98,653 a year against the average sale price. That figure is derived from Arjan’s district yield, not from contracts inside the building, because handover only completed in 2026.

Tabeer 1 in International City does have live rental listings, at AED 79,200 a year. Set against the AED 875,000 launch price of a two-bedroom there, that is a gross return of about 9%, before service charges, for buyers who held from launch.

None of the plans carries a post-handover component. Buyers settle in full at handover. The 4% registration fee applies to every purchase, and all projects are freehold.

Two readings are fair. Tabeer has never left a building unfinished in twelve years, and its early International City and Sports City stock is occupied and letting. Tabeer also missed its first Arjan date by about a year, and Parkside Boulevard shows 24% progress against a handover due within the next four months. Buyers should treat the Q4 2026 date as a target.

Tabeer is a twelve-year-old, founder-run Dubai developer that started in the cheapest freehold districts, delivered what it built there, and has spent the last three years moving up into Arjan and JVC with better-specified buildings at AED 640,000 to AED 1.9 million. Its completed Arjan building beat its district on price. Its handover dates have been optimistic. Buy the two-bedrooms, buy for the rent, and put twelve months of slack on any date the brochure gives you.
