AQUA Properties Dubai

AQUA Properties was founded in Dubai in 2005 as a real estate services company and trades under RERA office registration number ORN 303 from the 1st floor of IST Plaza, Umm Al Sheif, Sheikh Zayed Road. Its development arm, AQUA Developments, was established in 2010 and currently lists eight Dubai projects: J5 and J8 in Al Sufouh, O Ten in Dubai Healthcare City, Tumbi Hotel on Palm Jumeirah, The Community JVT (completed 2023), The Community Motor City, The Central Downtown in Arjan (four towers, 1,200 apartments across a 7 acre plot) and The Community Sports Arena in Dubai Sports City (396 apartments over 22 floors, valued at AED 477 million, completion stated as Q4 2027). The company is led by founder Ali Tumbi, sells studios to three bedroom apartments on a freehold basis, and publishes terrace penthouses at The Central Downtown from AED 2,380,888.

AQUA Properties started on the services side of Dubai real estate, not the building side. From 2005 it worked as a brokerage, leasing and property management company, and it still does. The company's own description of the business covers property marketing, brokerage, leasing, property management, development and project planning, contracting, homeowners association management, and Global REIT, which it describes as the world's first blockchain based REIT. Its client facing services are listed as buying, selling and renting, project marketing, handover services, property management, asset management and development management.

The development arm followed in 2010. AQUA Developments handles the building side and positions itself as a single point of contact across the project execution phase, working with administrators, financial consultants, accountants, legal advisors, designers and contractors.

The company sold and rented other developers' stock in Dubai for five years before it built anything of its own, and it still runs the brokerage and the property management desk alongside the construction side.

In January 2020, Bayut named AQUA Properties its Agency of the Month for Dubai. The company describes itself as award winning across its website but does not publish a list of the individual awards, so treat any specific award count you see quoted elsewhere as unverified.

The Central Downtown comprises four towers on a 7-acre site, with 1,200 apartments built above a shopping mall and more than 200,000 sq ft of amenities.

The amenities include a wave pool, padel tennis, table tennis, basketball court, rock climbing wall, outdoor cinema, mini golf, colour fountain, BBQ area, health club, jacuzzi, yoga room, open-air gymnasium, jogging track, beauty salon, business centre, daycare centre, multipurpose hall, prayer room, organic farm, rainforest, Zen garden, dog park and golf simulator.

Terrace penthouses feature a private jacuzzi, pergola, sitting area and two parking spaces.

Arjan is located near Dubai Miracle Garden, Dubai Butterfly Garden and Dubai Autodrome. The project is around 20 minutes from Downtown Dubai and Dubai International Airport, 25 minutes from Al Maktoum International Airport, and 15 minutes from Dubai Marina. Ownership is freehold. The Community Sports Arena is a 22-storey tower with 396 apartments across 66,628 sq ft. The project is valued at AED 477 million and is scheduled for Q4 2027. It is the third building in The Community series, following The Community JVT and The Community Motor City.

Larger units include a dedicated home office. The building also features co-working floors with seating stairs, a rooftop pool, a sky garden, a quadruple-height lobby with meeting lounges, retail outlets, landscaped parks and an indoor-outdoor gym.

Interiors use full-body porcelain tiles in Spanish and Italian styles, along with European-specification sanitary ware.

The project is a three-minute walk from the upcoming metro station, one minute from the canal and one minute from the upcoming shopping mall. It is around seven minutes by car from Dubai International Cricket Stadium, 25 minutes from Al Maktoum International Airport and 28 minutes from Dubai International Airport. Ownership is freehold. The Community Motor City is a co-living building with 22,000 sq ft dedicated to shared facilities. Amenities include a jogging track, business centre, cafe and juice bar, gym, skate park, outdoor chess, badminton court, padel court, outdoor golf simulator, infinity pool, restaurants and retail outlets.

Furnishing is available as an option. The project is around 20 minutes from Dubai International Airport and Dubai Marina, 22 minutes from Downtown Dubai and 25 minutes from Al Maktoum International Airport. Ownership is freehold. Permit number: 1653677696.

Important: The developer's own project page for Motor City still shows a completion date of 2025 while listing the project as under construction, and its construction update gallery runs into 2026. Ask AQUA Properties for the current handover date in writing before you buy.

The only price AQUA publishes openly is for terrace penthouses at The Central Downtown, starting from AED 2,380,888. There is no published pricing for studios, one-bedroom, two-bedroom or three-bedroom units on either aquaproperties.com or aquadevelopments.com. The availability page displays unit pricing only after it is released by the sales team.

Payment plans follow the same pattern. AQUA runs periodic promotional campaigns under names such as the Exclusive Cash Bonus for JVT, the Summer Bonus Offer and the Spring Bloom Bonus, but the terms of any current payment plan are not published on its website.

This matters because property portals and broker websites quote widely different entry prices for the same project. For The Central Downtown alone, figures circulating online range from roughly AED 554,000 to AED 961,000, with completion dates quoted anywhere between Q4 2026 and Q4 2028. None of these figures come from AQUA. Ask for a price list against a specific unit number and a written handover date, and treat everything else as marketing.

  • Co-living as a repeatable brand. The Community is now on its third Dubai building, following JVT and Motor City, with Sports Arena under construction. The concept is aimed at young professionals and entrepreneurs, with a significant share of the floor area dedicated to shared spaces. Motor City provides 22,000 sq ft of shared facilities, while The Central Downtown offers more than 200,000 sq ft.
  • Work built into the home. Co-working floors are integrated into the residential towers, while larger apartments at The Community Sports Arena include a dedicated home office. This is designed as a hybrid work product rather than an afterthought.
  • Hotel apartments for the rental market. The Community is described by the developer as a hotel apartment concept aimed at investors seeking returns from both short- and long-term rentals. The Community JVT and Tumbi Hotel are both classified as hotel apartments in the official portfolio.
  • Amenity density over unit size. These are efficient apartments in buildings with unusually extensive amenity lists. The trade-off is deliberate: a smaller home within a larger amenity-rich building.

  • It never stopped being a brokerage. Most Dubai developers sell through third-party agents. AQUA is also an agent, with its own RERA-certified sales, leasing and property management teams operating under ORN 303.
  • One group handles the whole cycle. Buyers can purchase a unit, take handover and then use the same group for leasing and property management, while its homeowners association arm manages the building. Handover services, property management, asset management and development management are all listed services.
  • Locations chosen off the prime map. AQUA focuses on locations such as Arjan, Motor City, Dubai Sports City, JVT, Dubai Healthcare City and Al Sufouh rather than Downtown Dubai or Palm Jumeirah. The Sports Arena site is stated to be three minutes on foot from an upcoming metro station.
  • A small, repeated portfolio. The portfolio comprises eight projects, three of which are versions of the same product refined across successive buildings.

  • Freehold ownership. The Central Downtown, The Community Motor City and The Community Sports Arena are all listed as freehold, allowing foreign nationals to own the properties outright.
  • A record you can walk into. Five projects are already completed and standing: J5, J8, O Ten, Tumbi Hotel and The Community JVT. Buyers can visit these properties and assess the finish before committing to an off-plan unit, which is not possible with a first-time developer.
  • Construction updates published quarterly. Each project page carries dated photographs of construction progress, currently running into 2026. Off-plan buyers can therefore track the build rather than relying solely on a broker's word.
  • Aftercare stays in-house. Handover, leasing and management services are offered by the same group, which can be useful for overseas investors who will not be in Dubai to manage tenants themselves.
  • Golden Visa reach at the top of the range. The Dubai Land Department grants a 10-year renewable residence permit to investors owning property with a purchase value of AED 2 million or more at the time of purchase. The published terrace penthouse price at The Central Downtown, AED 2,380,888, exceeds that threshold. Smaller units do not, unless combined with other property in the same owner's name.

  1. Choose off-plan or ready. Off-plan means a payment plan and a waiting period. Ready options include J5, J8, O Ten, Tumbi Hotel and The Community JVT on the resale market.
  2. Get the price list in writing. Ask for pricing against a specific unit number, floor and view rather than relying on a brochure range. Request the payment plan on the same sheet.
  3. Check the permit number. The Central Downtown is 1862034122, The Community Sports Arena is 0817984304, and The Community Motor City is 1653677696. Verify each permit through Dubai Land Department channels before making any payment.
  4. Pay only into the project escrow account. Under Dubai Law No. 8 of 2007, every off-plan project must have its own escrow account in the project's name, with buyer payments going into that account rather than directly to the developer. Ask for the escrow details in writing and do not pay elsewhere.
  5. Sign the reservation form, then the SPA. Read the handover date, delay clause and the consequences of missing an instalment before signing.
  6. Budget the Dubai Land Department fee. DLD charges 4% of the sale contract value. Off-plan purchases are registered through Oqood, which converts to a title deed at handover without a second 4% charge. Expect a trustee office fee of AED 2,000 below AED 500,000 or AED 4,000 at and above AED 500,000, plus VAT and a title deed issuance fee. Mortgage registration adds 0.25% of the loan. Confirm current amounts with DLD because fee schedules can change.
  7. Plan the aftercare before handover. Decide whether you will self-manage the property, use AQUA's property management service or appoint another manager, and get service charge estimates in writing.
  8. Apply for the Golden Visa if you qualify. At AED 2 million or above, DLD's investor route provides a 10-year renewable residence permit with sponsorship for a spouse, children and parents. Mortgaged property can qualify with a bank letter confirming AED 2 million has been paid, and the applicant must be inside the UAE to apply.
