Dubai is set to complete about 55,600 homes in 2026, the most in a year since 2008. Dubai's published guard standard sets balcony guards at a minimum of 1,200 mm with gaps no wider than 100 mm, and a buyer who delays taking the keys loses installation warranty time, because the 1 year clock then starts from the completion certificate. Since 1 June 2026, a new UAE Civil Code also governs defect claims.

A snagging inspection is the buyer's last organised look at a new home before the warranty clocks start. Most guides stop at a list of things to look at. What decides whether a defect gets fixed is different: whether it breaches a measurable code standard, which legal warranty it falls under, and whether it was recorded before or after handover.

A buyer should not judge a balcony railing or window by eye. Dubai sets exact heights and gap sizes for both, and a tape measure settles the question in seconds. The same applies to timing: refusing the keys over cosmetic snags feels like pressure on the developer but shortens the installation warranty instead.

This guide uses the official text of Dubai Law No. 6 of 2019 and Law No. 8 of 2007, published guard and window safety requirements, legal analysis of the UAE Civil Transactions Law in force from 1 June 2026, and 2026 delivery data for Dubai. Read this before you sign.

Snagging Inspection in Dubai: What Changed for 2026 Buyers

Snagging is the inspection of a newly built home to record defects and unfinished work so the developer fixes them under its warranty, and 2026 has changed the conditions it happens in: record delivery volumes and a new federal Civil Code.

Dubai's 2026 Delivery Volume

The data shows the scale. Dubai is expected to complete about 55,600 residential units in 2026, with about 32,000 due in the second half after more than 13,200 were delivered in Q2. More than 60,000 units are projected for 2027, while the same forecast expects actual completions to fall well short of scheduled targets because of supply chain limits and contractor capacity pressure. Handover dates can move, so plan the inspection around the notice, not the brochure date.

Largest Dubai Handovers in Q2 2026

Among apartments, Crest Grande in Sobha Hartland handed over 965 units, Skyhills Residences 1 in Dubai Science Park 635 and City Tower on Sheikh Zayed Road 608. Among villas and townhouses, Malta 1 in DAMAC Lagoons delivered 760, Jebel Ali Village Townhouses 614, Costa Brava 1 in DAMAC Lagoons 555 and Elora in The Valley 430.

Hundreds of units handed over in one quarter means many owners in the same building inspect at the same time. A design or installation fault in one unit type can repeat in others, so compare notes with neighbours.

Dubai Building Code Checks: Balcony Railing Height and Window Safety

Dubai sets measurable safety standards for balcony guards and openable windows, and a buyer can check them with a tape measure during snagging. The figures below come from published guard and window safety requirements that follow the Dubai Building Code.

Item

Standard

How to check it

When a guard is needed

Any surface 760 mm or more above the finished level below

Balconies, terraces and raised decks all qualify

Guard height

At least 1,200 mm from the finished floor or highest climbable point

Measure from the balcony tiles, or from a step or planter if one is fixed in front

Gaps in the guard

No opening wider than 100 mm

Measure between balusters and glass panel joints

Gap at the bottom

No more than 100 mm between floor and lowest rail

Measure at several points along the balcony

Climbable parts

No horizontal bars or footholds within 760 mm of the floor

Look for horizontal rails a child could step on

Balcony doors

Self-closing or self-latching doors are not permitted

Step out and check the door does not lock behind you

Window sill height

Opening part at least 865 mm above the floor

Measure from the floor or any built-in ledge below

Window opening gap

Open pane leaves no more than 125 mm

Open each window fully and measure the gap

The same requirements set a minimum load of 0.89 kN for guards and windows and call for reinforced glass. A buyer cannot load test a railing, but loose fixings, cracked glass or a guard that flexes by hand belong on the snag list as safety items, not cosmetic ones. Mark any measurement that falls short with a photo of the tape in place.

Snagging Checklist Dubai: Tests That Find Hidden Defects

A snagging checklist in Dubai should focus on tests that reveal hidden faults, because visible marks are easy to spot and cheap to fix. The table covers the checks that most often need tools or time rather than a quick look.

Area

Test

What a fault looks like

Air conditioning

Run every unit for at least 30 minutes

Weak cooling in one room, water at grilles, noisy fan

Wet areas

Run showers and taps together, then check below and beside

Damp skirting, swollen door frames, slow drains

Tiles

Tap each tile with a coin

A hollow sound where adhesive is missing

Balcony drainage

Pour a bucket of water near the door

Water flowing towards the room or pooling

Electrics

Test every socket and switch each breaker

Dead sockets or a breaker controlling the wrong room

Hidden moisture

Thermal camera or moisture meter on walls near wet areas

Cold or damp patches behind paint

Record each defect with its location, a dated photo and a label: safety, installation, structural or cosmetic. The label matters because each category is handled under a different rule, as the next section shows.

Defects Liability Period in Dubai: The 2 Warranty Clocks

The defects liability period in Dubai is set by Article 40 of Law No. 6 of 2019, which runs 2 separate clocks against the developer. Any agreement made after the law took effect that conflicts with Article 40 is void, and the law keeps any other warranty an owner holds.

Defect

Developer liable for

Clock starts

Structural parts of the building

10 years

Completion certificate

Mechanical, electrical, sanitary and sewerage installations

1 year

Handover of the unit

Same installations, owner delays taking possession

1 year

Completion certificate

Two dates therefore matter more than the handover ceremony: the completion certificate date, which you can ask the developer for in writing, and the date on your signed handover form. Note both on the first page of your defect file.

Refusing Handover in Dubai: Keys, Warranty Time and Your Rights

You can refuse the keys, but Article 40(b) states that if an owner refrains from taking possession for any reason, the 1 year installation warranty starts from the completion certificate date instead. Every month of delay is a month of installation cover lost while the unit stays empty and untested.

For cosmetic and functional snags, the stronger move is to take the keys with a signed and dated snag list attached to the handover form, plus a written date for each repair. Code breaches on guards or windows, missing water or power, and work that does not match the SPA are different, and justify legal advice before you sign anything.

Can the Developer Hold Back the Keys?

Article 29 of the same law stops a developer or management entity from blocking an owner's possession or use of the unit and common facilities to force payment of charges outside the law's procedures. Amounts genuinely due under the SPA are a separate matter, so check each one against the contract.

New UAE Civil Code 2026: Defect Claims for Owners and Resale Buyers

The new UAE Civil Transactions Law, Federal Decree-Law No. 25 of 2025, replaced the 1985 Civil Code on 1 June 2026, and it changes 2 defect rules that matter to property owners.

Structural Liability of Contractors and Engineers

Decennial liability for collapse and defects that threaten a building's stability or safety is now set out in Articles 821 to 824. The main contractor and the engineer are jointly liable for 10 years from handover of the works, and a claim must be brought within 3 years of discovering the defect. Clauses that exclude or limit this liability remain void. Report a widening crack in writing as soon as it appears, with photos and an engineer's note.

Hidden Defects in a Sale: 6 Months Becomes 1 Year

The new code extends the period for a hidden defect claim in a sale from 6 months to 1 year from delivery, unless the seller agreed a longer period. This matters most to buyers of ready resale homes, who have no developer handover. Whether a specific property sale falls under this rule depends on the contract and the facts, so take legal advice before relying on it, and inspect before transfer.

After Handover in Dubai: Escrow Retention, Common Areas and the Year 1 Check

Snagging does not end at handover. Three things shape the first year: escrow retention, the owners committee route for common areas, and the timing of the end of defects period inspection.

Escrow Retention After Completion

Under Article 14 of Law No. 8 of 2007, once the developer obtains the completion certificate, the escrow agent keeps back 5% of the total value of the project escrow account. That amount is released to the developer 1 year after the units are registered in buyers' names. The law does not label it a defect fund, but it means part of the project money is still held for the first year after units are registered.

Common Area Defects and the Owners Committee

Defects in lobbies, pools, car parks and lifts belong to the common parts. Under Article 24 of Law No. 6 of 2019, the owners committee passes owner complaints to the management entity, and if they are not dealt with within 14 days of notification, the committee must refer them to RERA. Report common area defects through the committee in writing rather than to building staff alone.

End of Defects Period Inspection

Book a second inspection about 2 months before the first anniversary of handover. Summer AC load, slow drains and settlement cracks often appear only with use, and an installation fault reported inside the year keeps its warranty cover. Keep the handover form, snag lists, photos and repair emails in one file for at least 10 years.

What This Guide Is Based On

Warranty and handover rules come from the official text of Dubai Law No. 6 of 2019, Articles 24, 29 and 40, and escrow retention from Article 14 of Law No. 8 of 2007. Guard and window figures come from published safety requirements that follow the Dubai Building Code. Civil Code changes come from legal analysis published in 2026, and delivery figures from a residential market report published in August 2026.

Code requirements can differ by authority and building approval date, and your SPA may add warranties on top of the legal minimums. Check the approvals for your building and the defects clauses in your SPA before signing the handover form.

Inspection fees are set by private companies, so no fee figures are quoted. Every other number is a legal period, a published standard or a reported market figure.

Frequently Asked Questions

Can the Developer Hold Back the Keys?

Article 29 of the same law stops a developer or management entity from blocking an owner's possession or use of the unit and common facilities to force payment of charges outside the law's procedures. Amounts genuinely due under the SPA are a separate matter, so check each one against the contract.

What Is a Snag List in Dubai?

A snag list is the written record of every defect and unfinished item found before handover. Attach it, signed and dated, to the handover form so the agreed repairs are on record.

What Is the Minimum Balcony Railing Height in Dubai?

Published guard requirements following the Dubai Building Code set the height from the finished floor or the highest climbable point. Measure it during snagging and list any shortfall as a safety defect.

Should I Refuse Handover Because of Snags?

Usually not for cosmetic snags, because the installation warranty starts running anyway if you delay. Take the keys with a signed snag list, and get legal advice for safety or contract breaches.

How Long Is the Developer Warranty in Dubai?

Article 40 sets one period for installations and a much longer one for structural parts. Your SPA can add cover but cannot reduce either, so read both side by side before handover.

Does the New Civil Code Help Resale Buyers?

It extends the time for hidden defect claims in sales, which can help buyers of ready homes. Applying it to a property sale depends on the contract, so take legal advice first.

How Much Does a Snagging Inspection Cost in Dubai?

There is no government tariff, and fees are set by each private company. Get at least 2 written quotes and compare what each one includes, such as thermal imaging and a re-inspection.

Can I Do the Snagging Myself?

Yes, for a small apartment, with a tape measure, spirit level, phone charger, torch and a bucket for balcony drainage. For villas, hidden systems make a professional with thermal tools the safer choice.

How Long Does a Developer Have to Fix Snags?

Law No. 6 of 2019 sets warranty periods, not a repair deadline for each snag, so timing depends on your SPA and what you agree at handover. Get a written completion date for every open item.

Can My SPA Cancel the Legal Warranty?

No. Any agreement made after Law No. 6 of 2019 took effect that conflicts with its developer liability rules is void, so the legal periods apply whatever the contract says.

What Extra Checks Does a Villa Need?

Add the roof, roof drains, external and boundary walls, garden levels and any pool barrier and equipment. Check that rainwater drains away from the house, since standing water near walls can cause damp.
