1. City of Arabia Dubai Overview: Location, Developers and Freehold Status
City of Arabia is worth a look for investors who want a Dubai apartment under AED 1 million, provided they check recorded DLD sales before booking. The community is located in Wadi Al Safa 4 inside Dubailand, beside Sheikh Mohammed Bin Zayed Road (E311). Read the full City of Arabia community guide for amenities and maps.
Ilyas and Mustafa Galadari Group planned City of Arabia in the mid 2000s as a 20 million sq ft district with Mall of Arabia, a canal community called Wadi Walk and 34 Elite Towers. IMG Worlds of Adventure opened in 2016 and Wadi Tower was finished, but the mall and the canal were cancelled. Azizi Developments later bought land in the area and opened sales for Azizi Milan in April 2025.
City of Arabia Freehold Status
Wadi Tower is listed as a freehold building open to all nationalities (listing data, 2026), and developers market MAG 330 and Azizi Milan units as freehold too. One data platform still shows City of Arabia as non-freehold. Confirm the title type on the DLD record or the Oqood certificate before you pay a booking amount. Do not accept verbal confirmation.
