Dubai is not the single safest city in the world, and the accurate claim is stronger than the exaggerated one. In the 2026 mid-year global crime index, covering more than 400 cities, Dubai records a safety index of 83.8 and a crime index of 16.2, placing it sixth. Five of the six safest cities on that list are in the UAE.

Dubai carries the heaviest load of the six. Ajman and Ras Al Khaimah are small emirates with modest transient populations. Dubai held its score while its resident population reached 4.58 million by the end of 2025, a rise of about 332,000 people and growth of 7.5% in one year. Daytime presence, including workers and visitors, averages 6.392 million.

Add the tourist load. Dubai received 19.59 million international overnight visitors in 2025, up 5% year on year, and passed two million visitors in a single month for the first time in December. The data shows a city absorbing record inbound volume without a corresponding rise in perceived crime.

Two numbers deserve attention rather than a headline. The perception that crime has increased over five years reads 42.11, described as moderate, which is the weakest indicator on the page. Corruption and bribery at 24.15 is the second weakest. Every other category is very low.

Neither number contradicts the ranking. Both reflect a city that has grown by roughly a third in population terms since 2020, where more residents means more incident reports in absolute count even when the rate per 100,000 falls.

Independent survey work supports the street-level reading. A 2025 national security survey across 6,775 respondents found 98.7% of people felt safe walking alone after dark, and 98.1% of women said the same. For context, the global average is 73% of adults, the highest level recorded since this measure began being tracked in 2006.

Perception scores barely moved between 2021 and 2026. Operational performance moved a great deal. That gap is the real story, and almost nobody reports it.

Response speed tightened. One central Dubai police station recorded an average of 1 minute 38 seconds on serious incidents during 2025, against a force target of 2 minutes 45 seconds, alongside 100% security coverage in its jurisdiction and a 98.9% safety rating.

Call handling scaled. The Command and Control Centre took 7,322,416 emergency calls in 2025 and answered 7,004,793 of them inside ten seconds, with a 99.3% rate in the third quarter alone.

Reporting moved to quarterly. Crime direction is now published every quarter. Criminal and disturbance reports declined in the first quarter of 2026, and fraud, cybercrime and economic crime all declined across the first half of 2026.

Technology claims about Dubai policing are usually vague. These are the named systems in service, with the year each entered public reporting.

Deployed Policing Systems

Deployment scope changes as new systems roll out. Confirm current status before citing counts.

The practical effect for a resident is narrower than the technology list suggests. Two changes matter day to day.

Reporting no longer requires a police station. Smart Police Stations let a resident file a criminal report through a video call with a multilingual officer, sign it electronically and leave, with no counter and no queue. Services run in Arabic, English, Spanish, French, German, Russian and Chinese.

Aerial response is now automated in parts of the city. Drone Box stations deploy without waiting for a patrol to arrive, which cuts the time to a first aerial view of an incident, traffic obstruction or rescue call.

Figures cover the emirate of Dubai only and were published in the April 2025 traffic safety strategy review.

That is a reduction of more than 90% in traffic fatalities and incidents across 18 years. The trend continued into 2025. In the fourth quarter of 2025, the road fatality rate per 100,000 residents fell 36.8% against the same quarter of 2024, pedestrian deaths fell 50%, and collision-related deaths fell 44%.

Enforcement volume explains part of it. In the period reviewed in April 2025, authorities recorded over 145,000 violations involving delivery motorcycles, close to 40,000 involving bicycles and e-scooters, and around 60,000 pedestrian violations, while impounding roughly 24,000 vehicles and more than 54,000 personal mobility devices.

For buyers, the number worth acting on is the pedestrian figure. Communities with grade-separated crossings, internal shaded walkways and low through-traffic carry measurably lower pedestrian exposure than plots fronting arterial roads. In the second quarter alone, 103 fraudulent social media accounts were shut down and 297 websites promoting illegal drugs were blocked. In April 2026, a cross-border operation with US and Chinese law enforcement led to 276 arrests connected to organised financial crime.

The recurring scam pattern involves fake visa and job offers, and unlicensed offices impersonating official entities, circulated through social platforms and messaging apps. The standing advice is to pay only through official channels and never through a third party. Do not accept verbal confirmation that an agent is registered. Check the broker card, the ORN and the BRN yourself, and route every payment to a developer escrow account or a registered trustee office.
