Milan 28 takes its number from its position within Azizi Milan, the developer's largest City of Arabia project. The master plan is organised into districts modelled on Milan neighbourhoods, with a Galleria style retail arcade, a canal, a central park, a mosque, private hospitals and hotels. Handover across the community runs in phases rather than on one date, and Milan 28 is among the earlier buildings with a 2027 completion. City of Arabia recorded 2,036 sale transactions in the 12 months to September 2026 at an average price of AED 793,700, which places Milan 28's launch price below the district average.

Azizi's official year end announcements show a consistent upward curve. In 2021 the developer reported a 44% increase in sales in the second half of the year and completed 2.92 million sq ft of built up area. 2022 closed with over 6,000 units sold worth AED 5.6 billion, with H2 sales up 37%. 2023 reached 8,834 units sold, a 16.5% increase, alongside 7,699 units completed. 2024 delivered 19 projects and recorded 10,229 unit sales worth more than AED 10 billion, up 15.8%. 2025 closed at AED 16 billion in unit sales, and the developer has set a 2026 target of AED 30 billion with 22 project deliveries. Azizi has now delivered more than 40,000 homes to buyers from over 100 nationalities.
