The Valley Phase 2 is the second stage of Emaar Properties' suburban master community on Dubai-Al Ain Road (E66). Emaar launched it in 2024 across more than 200 hectares, adding over 4,500 villas and townhouses to the original Valley. Clusters include Velora, Velora 2, Venera and Rivera, offering three and four-bedroom townhouses from AED 2.48 million. Handovers for these clusters run through 2028. Residents get a Town Centre, Golden Beach, sports courts, a skate park, a dog park and forest trails, with Downtown Dubai and Dubai International Airport both around 25 minutes away by road.





The Valley Phase 2 is an extension of The Valley, the master community Emaar built along Dubai-Al Ain Road as its first genuinely suburban development in Dubai. Where most Emaar projects sit inside the city, The Valley was planned as a low-rise, green, small-town alternative to it.
Phase 2 covers more than 200 hectares and adds over 4,500 villas and townhouses. It is not a separate community with its own centre. It is a second ring of neighbourhoods that plugs into the same road network, the same Town Centre and the same Golden Beach that Phase 1 residents already use.
Every cluster released in Phase 2 is made up of houses. Townhouses and villas are the only property types Emaar has launched here.

The Valley was planned as Dubai's first genuinely suburban Emaar development, built around nostalgic small-town living rather than high-rise density. Every home is a house, the buildings stay low-rise, and the community is organised around green space instead of an amenity podium.
Phase 2 carries that brief forward at scale. Its anchors are outdoor: forest trails, a meandering river, a flower farm, an orchard, a dog park and a beach built inside the community. Emaar describes the setting as an escape from the city that stays connected to it.
Phase 2 adds more than 4,500 homes to that plan, which makes it one of the largest single residential extensions Emaar has launched outside its established districts.
The community sits on Dubai-Al Ain Road (E66), on the Dubai side, near the junction with Jebel Ali-Al Hibab Road (E77). It falls within the wider Dubailand belt, with Al Marmoom Heritage Village around nine minutes away.
Nearby residential areas include Sobha Elwood, Sobha Sanctuary, DAMAC Hills 2 and Villanova. Dubai Silicon Oasis and Arabian Ranches lie further along the corridor towards the city.
The master plan is organised as a set of named residential clusters set around shared open space. The clusters are gated, with guardhouses, community centres, kids' play areas, sports courts and lawns, and they connect outward to the community-wide facilities.
Landscape is the organising element. A meandering river runs through the plan, with a fountain and a look-out point beside it. Forest trails, cycling tracks and jogging routes run between the clusters, and backyard sikkas run between rows of homes.
Working landscape is written into the plan as well, in the form of a flower farm, a fruit tree grove and an orchard. Sports facilities include basketball, tennis and padel courts, a junior soccer pitch, a skate park and a scooter pump track.

The practical difference is timing against price. Phase 1 gives you a home you can move into and a neighbourhood already occupied. Phase 2 gives you a wider amenity set and a longer payment runway, in exchange for a handover date in 2028 or 2029.

Rivera carries a distinction the others do not. Emaar lists it as the first certified LEED Neighborhood community within The Valley, which makes it the sustainability benchmark for the whole master plan.
Velora townhouses are ground-plus-one homes with covered areas from 2,450 to 2,754 sq ft, built in six facade styles named Oakley, Ravine, Serene, Nash, Vale and Dale. Across The Valley as a whole, homes run from three-bedroom townhouses of roughly 1,872 sq ft up to five-bedroom villas above 4,900 sq ft.
Villa configurations typically include a maid's room, a powder room and covered parking. Floor-to-ceiling windows and earth-toned interiors are standard across the newer clusters.
Phase 2 residents use both the amenities built into their own clusters and the community-wide facilities inherited from the original Valley master plan.
Schools, healthcare facilities and leisure hubs are planned within the Phase 2 footprint.

The 80/20 structure is the standard across Phase 2: 80 per cent is paid across booking and construction, and 20 per cent falls due at handover. Velora sets this out as 10 per cent on booking, 70 per cent during construction and 20 per cent at handover, which is the same 80/20 split written in full. Some villa clusters use a 90/10 plan instead, which moves even more of the payment into the construction period.
Connectivity here is built around roads rather than rail. The community sits directly on Dubai-Al Ain Road (E66), with links to Sheikh Mohammed Bin Zayed Road (E311) and Emirates Road (E611).
Jebel Ali-Al Hibab Road runs from the Sheikh Zayed Road interchange through to Emirates Road, and it is the corridor that connects The Valley westward to Jebel Ali Industrial Area, JAFZA, Dubai Investments Park, Dubai South and the Expo City site.
Al Maktoum International Airport lies to the west of the community along this corridor.

Two of these numbers deserve attention. Asking prices have moved by minus one per cent over six months, and transaction records show a minus sixteen per cent change over the same period. A community releasing thousands of new homes at once puts downward pressure on resale pricing, and Phase 2 is doing exactly that.
